National Public Transparency Index

Level MunicipalYearly

Definition

The National Public Transparency Index is an instrument for assessing and monitoring the transparency of public expenditure in Brazil, conducted through the National Public Transparency Program (PNTP), led by the Association of Members of the Brazilian Courts of Accounts (Atricon). The Evaluation Matrix comprises a total of 176 criteria, weighted according to their priority, with the evaluator responses being objective and binary—“compliant” or “non-compliant”. Of these, 71 criteria are common across all branches and agencies, while the remaining criteria are specific to each type of branch or agency, assessing particular aspects based on the respective core functions performed. The final score is normalized on a scale from 0 to 100.

Interpretation

The indicator assesses the transparency of public expenditures across six types of branches: Executive, Legislative, Judiciary, Public Prosecutor’s Office, Courts of Accounts, and Public Defender’s Office, within four levels of government: Federal, State, Municipal, and District. Greater transparency enhances civil society’s trust in public institutions, a fundamental element for driving transformations in food systems.
