Definition

The Public Transparency and Governance Index is designed to evaluate the presence and implementation of policies, legislation, governmental initiatives, and operational practices pertaining to transparency, open data, civic engagement, digital transformation, institutional integrity, and anti-corruption measures across the State and Federal District governments of Brazil. The index comprises 106 indicators, systematically organized into eight thematic dimensions: Legal Framework (12 indicators), Digital Platforms (12), Administration and Governance (18), Financial and Budgetary Transparency (34), Public Infrastructure Projects (7), Digital Transformation and Communication (11), Social Participation (6), and Data Management (6).

Interpretation

The index is an initiative of the Transparency International movement, which has an office in Brazil and is dedicated to combating corruption globally. It is intended to be updated periodically, and the results of the index’s inaugural publication are available through an interactive dashboard on the movement’s website.
