The Evaluation Matrix comprises a total of 176 criteria, weighted according to their priority, with the evaluator responses being objective and binary—“compliant” or “non-compliant”. Of these, 71 criteria are common across all branches and agencies, while the remaining criteria are specific to each type of branch or agency, assessing particular aspects based on the respective core functions performed. The final score is normalized on a scale from 0 to 100.
